SGM - Whakatane Rowing Club

A Special General Meeting of the Club has been called for 6pm on 24th February 2026 in the clubroom.

The objective of the meeting is to amend the Club’s Constitution by inserting new clauses concerning eligibility of members.

The purpose of this is to conform the club’s member eligibility criteria to Rowing New Zealand’s requirements.'

The proposed resolution is:
That the Club will insert the following clauses into the Constitution:


3.2(d) [Any individual may become (or be renewed as) an Individual Member if they:] have not been convicted of:
(i) any Category 4 offence (as defined in the Criminal Procedure Act 2011); or

(ii) any sexual or violence offence (whether Category 3 or otherwise) for which the maximum penalty is imprisonment for more than two (2) years, whether or not a sentence of imprisonment was imposed.



16.6 Ineligible Individual Member Process
The following process will apply where a member is ineligible for membership under Rule 3.2(d):
a. Application:

An individual who is otherwise ineligible for membership under Rule 3.2(d) may apply in writing to become (or be renewed as) an Individual Member. The Committee will refer any such application to a committee appointed for this purpose (a Sub-Committee).

b. Sub-Committee powers and process:

The Sub-Committee appointed for this purpose may approve, decline, or approve with conditions any application under this Rule 16.6 after considering (without limitation):

(i) the nature and seriousness of the offence(s);

(ii) the time elapsed since conviction and/or release;

(iii) any evidence of rehabilitation, including conduct since conviction;

(iv) the relevance of the offence(s) to safeguarding or to the integrity of rowing; and

(v) any other information the sub-committee decides may be relevant or assist the decision making process.

The Sub-Committee appointed for this purpose must conduct its process in accordance with natural justice, manage conflicts of interest, and record brief reasons for its decision.

c. Appeal:

An applicant may appeal a decision of the Sub-Committee to the Committee. The Committee on receipt of an appeal, may choose how to proceed, and has the power to confirm, reverse, or vary the decision (including by imposing conditions) as it sees fit. The Committee’s decision is final.
